Empty list of SAP systems shown in Crystal Report while creating a new report using File - > New -> Standard Report - > SAP Table, Cluster or Function -> Make a New Connection.

Reason: Crystal Reports is not able to read the saplogon.ini that is stored in your system, it generally reads saplogon.ini from c:\windows (or) c:\winnt directory.

Solution : Copy SAPLogon.ini file / Create SAPLogon.ini file under c:\winnt or c:\windows directory, this will resolve the issue.
